When wages go unpaid

This thematic analysis from NTAES addresses wage theft and other forms of unpaid or incorrectly paid wages in the Norwegian labour market. The report describes how such practices affect workers, how they appear across industries and what characterises the businesses and networks behind them.

The analysis is aimed at the police, the Labour Inspection Authority, the Norwegian Tax Administration, trade unions, employer organisations and others who meet affected workers. It contributes to a shared understanding of how wage theft is made possible, why it often goes unreported and how it interacts with other forms of labour-market crime.

Vulnerability

The report highlights that foreign workers, young employees and people with limited knowledge of Norwegian rules can be particularly exposed. NTAES points out that information, low-threshold reporting channels and robust control regimes are important in order to prevent, detect and sanction wage theft, and to ensure that affected workers receive the wages they are entitled to.
