Profit-motivated offences in working life — Risk assessment 2025–2028

This risk assessment from NTAES presents a forward-looking analysis of profit-motivated offences in Norwegian working life for the period 2025 to 2028. The report identifies trends that are expected to influence the threat picture and highlights areas where the cooperating agencies should direct attention and resources.

The assessment is aimed at the leadership of participating agencies, ministries and decision-makers who set priorities for prevention, supervision and investigation. It provides a common strategic frame of reference for planning activities and coordinating efforts across the Tax Administration, the Labour Inspection Authority, the police, NAV, the Customs Service and other partners.

Forward look

The report discusses how technological, economic and demographic changes may affect the opportunities and incentives for crime in working life. NTAES emphasises the importance of continuously updating the shared understanding of risk, investing in data and analytical capacity, and maintaining close cooperation between agencies and with social partners in the years ahead.
